ShareHR 5876, Stop Child Abuse in Residential Programs for Teens Act of 2008

The bill would establish federal standards for staff training and youth care at such programs and require federal on-site inspections of the operations. It would affect programs not operated by a governmental entity with a residential environment including:

  • Wilderness, outdoor, or expedition programs
     

  • Boot camp-style programs designed to simulate characteristics of basic military training or correctional regimes
     

  • Therapeutic boarding schools
     

  • Behavioral modification programs with a focus on serving children with emotional, behavioral, or mental health problems or disorders or problems with alcohol or substance abuse

In addition to establishing minimum standards of care for youth in the programs, the legislation also specifies that staff must undergo state and federal background checks. A hotline to report violations would also be established.
