 Definitional Field Guide for AFCARS Elements Used
in the CFSR Permanency Measures
This report was prepared by Kristen Tromble, Assistant Director National
Data Analysis System Child Welfare League of America for The Children and
Family Research Center School of Social Work, University of Illinois at
Urbana-Champaign in June 2007. The report draws from a multi-year effort
by the National Working Group to Improve Child Welfare to promote
consistency in child welfare data by providing and clarifying common
definitions.
