Report by the Abuse Investigation
Unit of Equip for Equality
In August 2003,
Equip for Equality issued a report regarding the agency These Are
God's People Too, entitled "Why Does an Agency That
Profited from Exploiting Persons with Disabilities Remain Taxpayer
Funded?" The report documented the agency's financial
improprieties, a history of abuse and neglect, serious
programmatic deficiencies, and environmental safety hazards. Equip
for Equality recommended that the Department of Human Services
(the Department) revoke the license for Community Integrated
Living Arrangements (CILA) services, deny the certification for
the developmental training program, terminate the contract with
the agency, and conduct an investigation into the agency's use
of state funds.
