CBO Analysis: The State Children's Health Insurance Program
The Congressional Budget Office (CBO) sought to present a summary of
the key features of SCHIP, historical information and enrollment
trends, the effect on private insurance rates, and future issues.
CBO made no recommendations.
SCHIP provides insurance coverage for low-income children who are
not eligible for Medicaid. Between 1997 and 2007, SCHIP has caused a
reduction in private insurance coverage among children by 25% to
50%. The reduction in children covered by private health insurance
is thought to be due to three mechanisms:

SCHIP may enable parents to accept jobs that do not have health
insurance benefits, but have higher cash wages
-
SCHIP may minimize the importance of employer-based health
benefits, such that employers do not ensure that their offered
coverage is competitive with SCHIP coverage

SCHIP coverage may provide more benefits for a lower out-of-pocket
expense than plans offered by smaller employers
