This Report memorializes the Office of the Child Advocates (the AOCA) findings and conclusions regarding the conditions of care for children and youth served by the Arthur Brisbane Child Treatment Center (Brisbane or "ABCTC") in Farmingdale, New Jersey. This report consists of four sections: (I) Introduction, which summarizes and describes the initiation, scope and framework of the investigation; (II) Conditions of Care, including a summary of the historical background of Brisbane and the findings of the OCA investigation; (III) Systems of Care, which examines developments in mental health services for children and adolescents; and (IV) a Conclusion with Recommendations.
