Fiscal Analysis of Pennsylvania House Bill 1186 to Create a New Department of Drug and Alcohol Programs

On July 9, 2010, House Bill 1186 was signed into law which authorized the new Department of Drug and Alcohol Programs. This legislation requires the Bureau of Drug and Alcohol Programs to be elevated to a Cabinet level department by July 1, 2011. The new department will be charged with developing a comprehensive statewide plan for preventing and combating drug and alcohol abuse and dependency problems. It will be housed within the Department of Health, and coordinate services provided by the Department of Public Welfare, Children and Youth, and the Pennsylvania Commission on Crime and Delinquency.
