ShareFinal Report: New Jersey Child and Family Services Review

This document presents the findings of the Child and Family Services Review (CFSR) for the State of New Jersey for the period October 1, 2002 through March 22, 2004. The CFSR assesses State performance on seven child welfare outcomes pertaining to children's safety, permanency, and well being and on seven systemic factors related to the State's capacity to achieve positive outcomes for children and families. The New Jersey CFSR was conducted the week of March 22, 2004. The New Jersey CFSR found that the State is not in substantial conformity with any of the seven child welfare outcomes assessed through the CFSR. The three areas of greatest concern pertained to Safety Outcome 2 (Children are safely maintained in their homes when possible and appropriate), Permanency Outcome 1 (Children have permanency and stability in their living situations), and Well-Being Outcome 1 (Families have enhanced capacity to provide for children's needs).
