Head Start: Undercover Testing Finds Fraud & Abuse at Selected Head Start Centers
After receiving allegations of fraud and abuse, the United States Government Accountability Office (GAO) conducted undercover investigations where they created
fictitious identities and documents to enroll children in 15 Head Start programs in six states where fraud was alleged. GAO also interviewed grantees, informants, and
families on wait lists, as well as reviewed documentation.
GAO found eight Head Start programs took part in fraudulent activities.
