D.C. Child and Family
Services: Key Issues Affecting Management of Its Foster Care Cases
Only 26% of the
District of Columbia Child and Family Services Agency's (CFSA)
caseworkers initiated face-to-face investigations of alleged child
abuse or neglect within 24 hours of receiving an allegation on
DFSA's child abuse hotline. CFSA is responsible for protecting
children at risk of abuse and neglect and ensuring that critical
services are provided for them and their families. The GAO was
asked to discuss the extent to which CFSA had met the requirements
of the Adoption and Safe Families Act of 1997, adopted and
implemented child protection and foster care placement policies,
and enhanced its working relations with the D.C. Family Court. The
GAO utilized the District's automated information system, known as
FACES to find answers to the previous questions. What the GAO
discovered is found in Cornelia M. Ashby's testimony before
Congress entitled "D.C. Child and Family Services: Key Issues
Affecting Management of Its Foster Care Cases." Ms. Ashby is
the director of education, workforce, and income security issues
for GAO.
