ShareOACBMRDD Testimony on HB 119 (State Budget)

Six years ago Ohio's county boards of mental retardation and developmental disabilities were granted legislative permission to contract with service providers. However, this degree of local control was not compatible with regulations at the Centers for Medicare and Medicaid Services (CMS). As a result, CMS said that the state would not be eligible to receive federal funding due to the variability in contract terms from county to county. The state sought to repeal the law, but the county boards challenged the action with a lawsuit. The county boards said rescinding the law would limit their abilities to request levy funding from local voters.
