Stress Test Report on the Impact of the New York State Office of Mental Health's Proposed Clinic Restructuring Initiative, Second Edition

The report, released by The Coalition of Behavioral Health Agencies, Inc., in New York City presented the results of 20 of its members who used a revenue estimation tool developed by the New York State Office of Mental Health (OMH) as part of its clinic restructuring initiative. OMH has been working on the clinic reform plan for four years with the goal of implementing an individualized system of care for children and adults across a variety of settings and addressing systemic reimbursement inequities. The organizations reported that the tool projected that their Medicaid revenue would drop by 22% over the four-year reform implementation, with an aggregate loss of almost $80 million.
