Texas DFPS Draft RFP Single Source Continuum Contract for Residential Childcare Services: A Redesigned Foster Care Approach

In August 2011, the Texas Department of Family and Protective Services (DFPS) is planning to release a request for proposals (RFP) for redesigned foster care services that will award a single source continuum contract (SSCC) for residential child care services in a designated catchment area; reimbursement will be based on a blended case rate. DFPS released this draft RFP to gather comments from stakeholders that will be used to revise the pending RFP. DFPS particularly sought comment on how the catchment areas should be defined and how carve-out populations should be identified.
