The Starting Point: The Balance of State Long-Term Care Systems Before the Implementation of the Money Follows the Person Demonstration

In May 2010, researchers from Mathematica Policy Research, Inc. released a report on the spending and use of home- and community-based services (HCBS) in states operating Money Follows the Person (MFP) demonstrations. The report established a baseline for HCBS allocations and policies among 28 of the 30 states operating MFP demonstrations.
