 A Follow-up Audit Report on the Texas Youth
Commission
The Texas State Auditors Office conducted the
audit as a follow-up to a 2007 audit of the Texas Youth Commission (TYC).
The auditor's methodology included identifying high-risk recommendations
from the 2007 State Auditors Offices investigative report. The auditors
collected information and documentation to determine the implementation
status of those recommendations. The auditors also conducted site visits
at three TYC residential facilities.
The auditors found that TYC
has improved its operations since 2007 and has implemented 34 of 47
recommendations made by the Texas State Auditor. However, while TYC was
focused on an agency-wide overhaul and a backlog of cases after the sex
abuse scandal, the length of investigations into allegations of
mistreatment at TYC facilities extended beyond the 30-day limit.
