Texas Department of Family and Protective
Services Request for Proposals for Independent Administrator
RFP No. 2006OP03CPS
The Texas Department of Family and Protective Services (DFPS) is
seeking an Independent Administrator (IA) for Region 8 to develop
and manage a new structural model for child welfare services that
results in a community-based delivery system of case management and
substitute care services that improves child protective services,
achieves timely permanency for children, and improves the overall
well-being of children.
The IA will be responsible for developing, administering, and
overseeing a community-based service delivery model for case
management and substitute care services that improves child and
family outcomes and achieves system improvements. This RFP includes
thirteen (13) child and family outcomes, each having a defined
target that represents the IA's minimum required level of
performance for the outcome.
DFPS intends to award a contract for a period of five (5) years.
DFPS will have the option to renew the term of the contract for two
(2) additional two (2) year terms as necessary to complete the
mission of this procurement. Proposals are due July 31, 2006.
Tentative contract awards are scheduled for September 30, 2006. The
contract includes a start-up and transition to community-based
foster care services and the IA will be required to make all
transitions from DFPS to the IA by December 31, 2007. The start-up
phase begins up on the effective date of the contract and ends on
May 31, 2007. The transition phase begins on June 1, 2007, and ends
December 31, 2007. The operational phase must begin January 1, 2008.
The services required in the RFP must be provided to clients
residing in, or having a home of record in, the counties in Region
8, which include: Atacosa, Bandera, Bexar, Calhoun, Comal, DeWitt,
Dimmit, Edwards, Frio, Gillespie, Goliad, Gonzales, Guadalupe,
Jackson, Karnes, Kendall, Kerr, Kinney, La Salle, Lavaca, Maverick,
Medina, Real, Uvalde, Val Verde, Victoria, Wilson, and Zavala.
DFPS has structured this RFP to reflect its commitment to improving
outcomes for children and families and improving the System. This
commitment is reflected in the utilization of performance-based
contracting methodologies that will, at a minimum, be used to
monitor and evaluate the IA's performance; make decisions pertaining
to contract actions; and make decisions related to financial
incentives and remedies.
