Investigation of the Taycheedah Correctional
Institution On May 16-18,
July 18-21, and October 6-7, 2005, the United States Justice
Department (USJD) conducted on-site inspections of Taycheedah
Correctional Institution (TCI) with
consultants in the fields of sexual misconduct prevention and
correctional mental health care. Based on this investigation, the
USJD concluded that certain conditions at TCI violated
inmates' constitutional rights by failing to provide for inmates'
serious mental health needs.
TCI failed to provide inmates with mental health care that
complies with constitutional standards. In particular, TCI failed to provide:
- Timely and appropriate
psychiatric treatment, including monitoring of psychotropic
medications and performing laboratory tests
- Adequate array of mental health
services to treat inmates' serious mental health needs
- Appropriate use of administrative
segregation and observation
- Accessible and complete mental
health records
- Timely response to medical and
laboratory orders
- Adequate quality assurance
