Community Planning and Development
The Housing and Community Development Act of 1974,
which authorized the Community Development Block Grant (CDBG)
program, and the later National Affordable Housing Act,
authorizing the HOME program, required as part of the application
process for these formula grant programs, states and local
governments to develop strategic plans addressing housing,
community development, and the needs of low income residents.
These statutory planning requirements, final statements, and other
application requirements were merged into the Consolidated Plan (ConPlan)
in 1995.
