The ideal foster care system would have a sufficient number of foster care families with the skills to meet the needs of the children removed from their homes. However, States are experiencing a shortage of families willing and able to provide foster care and a shortage of foster care families willing or able to meet the specific needs of the children in care (e.g., children with disabilities). This report focuses on States efforts to recruit foster care families.
