United States v. State of Texas Monitoring Team Report for Abilene State Supported Living Center

Since January 2010, compliance monitoring teams approved by the United States Department of Justice (DOJ) and Texas Department of Aging and Disability Services (DADS) have been conducting baseline reviews. At the Abilene State Supported Living Center, the monitoring team stated that the facility had made progress in reducing the use of restraints, conducting quality assurance analysis, and in working with community provider organizations serving former residents who had transitioned into the community. However, the quality assurance plan was still in draft format and behavioral plans were missing key elements. Discharge planning inconsistently identified individuals preferences and needed supports to transition safely into the community.
