Hawaii Request 09-001-MHT SIG for Sealed Offers
for Behavioral Health Administration
The Hawaii Department of Health (DOH) released the request
for proposals to coordinate services between its four Behavioral
Health Administration (BHA) divisions:

Adult Mental Health Division

Child and Adolescent Mental Health Division

Alcohol and Drug
Abuse Division

Developmental Disabilities Division
DOH seeks a
contractor develop and implement a Third Party Administration (TPA) contract.
The TPA tasks will include utilization management, claims
adjudication, payment and related analyses; the planning, development
and implementation of a Center for Organizational and Regulatory
Excellence within DOH, including contracting, provider credentialing and
relations, monitoring of quality and outcomes, fiscal information and
regulatory compliance; and review current clinical and administrative
processes within the four BHA Divisions and make recommendations how
efficiencies can be achieved, how necessary, effective, coordinated
clinical services can be provided across all divisions, and how
information on the outcome of these services across all four
divisions can be collected and analyzed for management and policy
decision-making.
Proposals are due by May 28, 2009. Awards are
expected by June 30, 2009. The contract is scheduled to start July
15, 2009.
