Oregon DHS Draft Report on Psychotropic Medications For Foster Children
The Oregon Department of Human Services Medication Management Workgroup (MMW)
sought to address concerns about the greater amount of psychotropic drugs
prescribed for children in Oregon's foster care system, as compared to
children not in foster care. A key concern was that foster parents were
able to request prescriptions for psychotropic medications without
seeking consent from caseworkers, and that although caseworkers are to be
notified within 24-hours of such a prescription, the notification does
not always take place.
The MMW recommended increasing the availability of wraparound foster care
services to ensure that foster children receive timely (within 60 days)
standard mental health assessments. To better monitor children with
extremely complex conditions, specialized case management services should
be developed. In general, workforce training should be increased for both
psychotropic medication management and the wraparound planning process.
