ShareMemo to North Carolina Legislative Oversight Committee About DHHS Implementation Update #42

This memo describes the North Carolina Department of Health and Human Services, Division of Mental Health, Developmental Disabilities and Substance Abuse Services efforts to update the service delivery system. The memo includes details about a new monitoring initiative that will check provider billings to ensure that 15% of the billing is for services provided to the consumer. Provider agencies will be reviewed to ensure that 25% of time billed is for services provided to consumers.

Providers will also be required to seek accreditation to continue to be eligible to provide services. The accreditation time line is presented.

The memo also addresses how plans of care should be submitted to ValueOptions, clarifications on cost reporting of the Community Alternatives Program for individuals with intellectual and developmental disabilities, and details on the development of tiered waivers. The supports intensity scale pilot program is described.
