Amended Complaint in Williams vs. Blagojevich

In 2005, a group of advocates for Illinois residents with mental illness who lived in large nursing homes considered to be "institutions of mental disease" (IMDs) sued the state seeking community-based services for those IMD residents able and interested in living in the community. The lawsuit Williams vs. Quinn (initially filed as Williams vs. Blagojevich), was filed in 2005, and in 2006 was amended and consolidated with other similar lawsuits. The plaintiffs alleged that the state's failure to provide community-based housing and services for the IMD residents was a violation of the Americans with Disabilities Act.
