 ACF Memo Clarification About State Abstinence Education Grant
Program Funds
Federal State Abstinence Education Program (SAEP) grants must be
used only to fund abstinence education, but the SAEP-funded programs
may be part of a more comprehensive sex education curriculum that
includes information about contraception. This memo represents a
change in federal emphasis for abstinence education.
Previously grantees were given to understand that accepting the SAEP
funds prevented comprehensive sex education. However, the SAEP funds
are still targeted to fund abstinence-only programs and the SAEP
grantees are not permitted to use SAEP funds to present
non-abstinence-based education.
