Community Care for Behavioral Health & Developmental Disabilities
Task Force: Final Report
State of Georgia Department of Human Resources (DHR) officially
instituted fee-for-service (FFS) contracting in an effort to
overhaul the states mental health service system. Contracts are
being re-bid and current providers must submit bids. Community
service boards (CSB) and for-profit behavioral health organizations
will submit bids to provide services in specific areas.
The change is driven by a July 2005 report by the Commission for a
New Georgia to the Governor. Appointees to the commission's
Community Care for Behavioral Health and Developmental Disabilities
Task Force sought private-sector answers to long-standing
problems in the state's mental health system. Their suggestions
were:

Establish a fee-for-service provider system

Require the use of evidence-based/best-outcome practices
-
Develop an open, competitive CSB/provider environment

Establish greater accountability for outcomes and performance
-
Provide appropriate utilization of the state hospital system and
reinvest saved dollars into community care

Establish a Single System of Care for children and adolescents
-
Develop an effective intervention program for mental health and
addictive disorder needs of
the adult offender population
