SUBJECT: Solicitation for Providers of
Comprehensive Assessment Services for the Regions One-Stop
Centers
The South Florida Workforce (SFW) Board is
the regional workforce board chartered by the State of Florida for
the Region made up of Miami-Dade and Monroe Counties. To meet
identified needs, the SFW Board is soliciting responses from
organizations with the expertise and capacity to manage and
deliver comprehensive assessment services in the Regions
one-stop facilities. The method of solicitation being used is
intended to require a minimal expenditure of resources by
responding organizations while at the same time enabling SFW to
identify those organizations that can provide the highest quality
and levels of service in the one-stop environment. SFW is not
seeking elaborate proposals; rather, the offerors are asked to
respond to a number of specific questions and to be prepared, if
selected as among the top three offerors, to provide a
demonstration to the review team of the proposed assessment
strategies, instruments, and reports. The reviewers will evaluate
the narrative proposals and the offerors documented
capabilities and performance track records in providing the
proposed assessment services. The final selection decision will be
made based on the demonstrations to the review team.
The South Florida Employment and Training
Consortium (SFETC) is a consortium of five local governments made
up of Miami-Dade and Monroe Counties and the Cities of Miami,
Hialeah, and Miami Beach. The Consortium members joined together
to administer federal and state funding that comes to the local
area for workforce programs. The SFETC and its staff function as
the administrative entity for the Board. Together the SFW Board
and SFETC do business as South Florida Workforce (SFW).
This solicitation is a competitive
procurement for the selection of one or more providers of
assessment services at the Regions one-stop centers for the
program year that begins July 1, 2003.
Timetable:
The timetable for this solicitation is
approximately as follows:
April 22, 2003 - Request For Proposals (RFP)
released
May 2, 2003 - Offerors' Conference, 9:00 a.m.
May 16, 2003 - Submission deadline for proposals, 4:00 P.M.
May 29, 2003 - Preliminary funding recommendations approved
June 18, 2003 - Board approves selection decisions
June 2003 - Contracts executed
July 1, 2003 - Service delivery begins
