Contract Documentation Required for Pennsylvania Out-of-Home Placement Services

The Pennsylvania Office of Children, Youth, and Families released the memo to inform counties and provider organizations about contract documentation needed for out-of-home placement services to ensure that the state would be eligible for federal Title IV-E reimbursement for services. The new requirements went into effect on July 1, 2010. Topics include the procedures OCYF is using to determine the allowable costs for reimbursement, and an explanation of the state's policies regarding the maximum allowable expenditure. The document clarifies that foster care does not include placement in a detention center for delinquent children, secure treatment facilities, psychiatric facilities, hospitals, or forestry camps.
