United States v. State of Texas Monitoring Team Report for Rio Grande State Center
Since January 2010, compliance monitoring teams approved by the United States Department of Justice (DOJ) and Texas Department of Aging and Disability Services
(DADS) have been conducting baseline reviews. The monitors released nine of the
13 baseline reports. The monitoring team said the facility's two residences were
too large and thus unlikely to meet the settlement requirements. They encouraged
the facility to establish smaller residences. Additionally, service and support
planning was not interdisciplinary and risk assessments were inconsistent with
clinical needs.
