ShareKansas HB 2065: Telemedicine

Kansas State Representative, Tom Sloan, introduced House Bill 2065 to increase consumer access to telemedicine by requiring health insurance policies to cover the technology. The bill was introduced in January 2007; in February the bill moved to the Insurance and Financial Institutions committee for consideration. If adopted, the measure would be effective as of January 1, 2008. Medicaid provides coverage for telemedicine, but private health insurance plans are not required to provide coverage.

The bill text specifies that insurers should cover medical care provided via telecommunications services and is not limited to the use of two-way video or data messages. The following types of services would be covered:

  • Office visits or consultations with a licensed health care practitioner
     
  • Individual psychotherapy
     
  • Pharmacological management services
     
  • Emergency services
