California Seeks Secure Residential Placements for Female Youthful Offenders
The California Department of Corrections and Rehabilitation,
Division of Juvenile Justice (DJJ) issued a Request for Proposals
(RFP) seeking an organization to develop and implement secure
residential placement and treatment services for girls and young
women committed to DJJ. Bidders workshops will be held on April 18
and April 20, 2007, to provide further information about DJJ and the
girls and young women committed to DJJ. Proposals in response to
RFP# DJJ.0602336 are due by May 1, 2007. An award announcement is
expected by May 16, 2007.
Proposals should incorporate strength-based services, positive
reinforcement, behavior support, trauma-informed services, and
culturally-competent services. Proposals may be submitted for any
amount up to, but not to exceed $8,640,000 to provide a total of 128
beds for the full contract period of 12 months. Proposals may
present plans for three regional facilities:

Northern California no less than 20 beds and up to 33 beds for a
cost not to exceed $2.2 million

Central California no less than 20 beds and up to 33 beds for a
cost not to exceed $2.2 million

Southern California no less than 45 beds and up to 62 beds for a
cost not to exceed $4.1 million
