ShareConnor B. v. Patrick

On April 15, 2010, Children's Rights filed a class-action lawsuit, Connor B. v. Patrick, against the Massachusetts foster care system citing a number of systemic failures, including the state's rate of abuse or neglect of children in out-of-home care. The plaintiffs say the Department of Children and Families (DCF) violates children's constitutional rights because the state's rate of abuse or neglect of children in foster homes is nearly four times higher than the national standard. Additionally, about one-third of children in DCF care have five or more placements while in state custody. The plaintiffs seek system reform on behalf of 8,500 children in DCF custody across the state.
