SharePennsylvania Department of Health vs. Dataquest, Inc.

In 2003 the Pennsylvania Department of Health's (DOH) Bureau of Drug and Alcohol Programs (BDAP) solicited Dataquest and two other vendors to develop a system to replace the Client Information System. After DOH personnel indicated DOH's intention to purchase Dataquest's system, ClientSuite, Dataquest worked with DOH until 2007 to customize the system. However, despite assurances from DOH and BDAP personnel from 2003 through 2006, in 2007 DOH said it would not acquire the system. The matter is still in litigation. This April 14, 2009 ruling in the lawsuit supported Dataquest's right to present its case against DOH before the Pennsylvania Board of Claims. It did not attempt to establish the facts and assign fault.
