Testimony of Vincent Schiraldi, Director, Department of Youth
Rehabilitation Services
The director of the Washington, D.C. Department of Youth
Rehabilitation Services provided a progress report about services
for at-risk youth in the District. Mr. Schiraldi stepped into the
Director position in 2005. He had the following goals:

Develop the nations best continuum of care that is strength-based
and family focused
-
Reduce the use of unnecessary secure confinement and out-of home
placements for non-violent offenders
-
Maximize youth, family, community and staff input in our reform
efforts
-
Increase interagency and community collaboration
-
Create a unit management model that substantially improves
conditions in our secure programs, like the kind of model
implemented in Missouri
