ShareSynthesis of Comments Received by CFSA on the Request for Information for a Lead Agency to Provide Comprehensive Services to Children in Out-of-Home Care

The  Washington, D.C., Child and Family Services Agency (CFSA) received comments from local and non-local respondents on a Request for Information (RFI) about a proposal to provide child welfare services through a lead agency model. The RFI was released in October 2006. The comments are summarized and the highlights are organized by key components of the performance-based contracting model proposed in the RFI. A basic description of the proposed model is provided prior to the comments received on each key component.

Comments were offered on the general model concept proposed in the RFI. Specific comments were offered about the target population of legacy and new cases, the continuum of services required, lead agency service requirements, performance expectations, and performance-based incentives related to the fiscal model.
