CFSA Discussion Tool for Proposed Performance Framework
The Washington, D.C. Child and Family Services Agency (CFSA) held meetings
with stakeholders in the spring of 2007 to discuss how to create a
child welfare framework to improve outcomes for children in the
district. This document presents the topics under discussion:

Attainment of required Amended Implementation Plan practice
standards
-
Attainment of Federal Child and Family Service Review outcomes at
or above District of Columbia child welfare system performance
levels by a future target date
Performance outcomes are in the following areas :
-
Safety standards applicable to all children in care at anytime
during the performance year
-
Permanency standards (including placement stability) applicable
according to a child's length of stay (LOS) in care in three
categories: eight days to less than 12 months, 12 months to less
than 24 months, 24 months and beyond

Attainment of well-being outcomes in the AIP and the CFSR,
including child's physical, dental, mental, and behavioral
health
-
Discussion about the role of contracted case management agencies
in assisting CFSA with meeting system development outcomes
