DOJ Brief in Troupe vs. Barbour

On April 8, 2011, the U.S. Department of Justice (DOJ) filed a court brief supporting a lawsuit alleging that Mississippi’s mental health system is too focused on institutional care at the expense of developing community-based services. The lawsuit was filed by the Southern Poverty Law Center and others in 2010; they allege that the state’s funding structure harms children with behavioral and emotional disorders. The state denies the allegations and has asked the court to dismiss the case.
