The Vermont Department of Health, Division of Alcohol and Drug Abuse Programs is the single state agency responsible for the oversight of substance abuse prevention, intervention, treatment and recovery programs in Vermont. Since the mid-1990s, Vermont has been experiencing a dramatic increase in opiate addiction. In the last six years, the number of Vermonters addicted to heroin and other opiates who sought treatment from programs that receive state funding increased from less than 200 to over 1,100. Another 1,000 to 2,000 Vermonters are believed to have opiate addiction problems and are either not seeking treatment or are seeking treatment from programs that do not receive state funding.
