 CMS Open Door Forum on Nursing Home Value-Based Purchasing Demonstration
This document is the transcript of an Open Door
Forum held by the Centers for Medicare & Medicaid Services to present the
Nursing Home Value-Based Purchasing Demonstration. The demonstration is a
pay-for-performance test that will take place in from skilled nursing
facilities and nursing homes in Arizona, Mississippi, New York, and
Wisconsin. Facilities will be grouped into intervention and control
groups. It will start in July 2009 and run through June 2012.
The participating facilities will be awarded
points for performance on quality measures in four areas: nurse staffing,
avoidable hospitalizations, resident outcomes, and the scope and severity
of deficiency citations the home has received during inspections. Those
with the highest scores or the greatest score improvements will be
eligible for a performance payment. The performance payments will come
from a state pool of savings generated by improved performance, such as
reducing the number of avoidable hospitalizations.
