Preferred Drug Lists (PDL) may save money from one area, but often lead to cost shifting to other areas.

Many states have prior authorizations as part of their PDL in order for patients to get the drugs they need that are not on the PDL. In theory, this is a good idea. However, evidence from other states shows that the patients often do not get the medications they so badly need.

A PDL offers a 'one size fits all' approach to medications. This is an ineffective way to subscribe medications, as people differ in how they react to medications.
