The State of HIPAA Privacy & Security Compliance
Since 2003, the American Health Information Management Association (AHIMA) has
surveyed health care privacy officers and others whose jobs relate to
the HIPAA privacy function to gain an understanding of where
health care organizations stand with regard to implementing the
privacy and security rules of the Health Insurance Portability and
Accountability Act (HIPAA). In this third survey, AHIMA found that:

Nearly 39% of hospitals and health systems reported full privacy
compliance in 2006. In 2005, 40% reported full compliance and in
2004, 23% reported full compliance

Nearly 15% stated that their organizations were less than 85%
privacy compliant in 2006. In 2005, only nine percent reported less
than 85% compliance
While this change in reported privacy compliance between the 2005
and 2006 survey is small, responses to other questions on the survey
indicated cause for concern.
