Strategic Local Business Plan
For the Redesign of Mental Health, Developmental Disability and
Substance Abuse Services
Executive Summary
This Local Business Plan (LBP)
is the product of a new level of collaboration between
Wake County Human Services (WCHS), its consumers, and their
families. The Consumer and Family Advisory
Committee (CFAC) reviewed and provided
input into every aspect of the plan, and representatives of CFAC
have served actively on all major
planning committees. The Community Providers Advisory
Committee (CPAC) has also participated in the Plans
development.
This plan is much stronger
for their participation and guidance. The result is a plan
for the redesign of Wake County's MH/DD/SA system. Wake
County's plan is unique because we are governing and operating
MH/DD/SA services within a consolidated Human
Services agency. Since its inception
seven years ago, Wake County Human Services (WCHS) has sought
to integrate separate program efforts into a
consolidated, outcome-oriented set of community-based
services. Wake County is committed to maintaining and expanding
its integration of MH/DD/SA services into health and social
service programs. While state-defined
target populations will be the primary recipients of services,
Wake County has identified additional populations that will
receive limited MH/DD/SA services using
separate funding streams.
This Local Business Plan is
not a plan for State Reform. Rather, it is a plan for the
redesign of the way WCHS provides services to MH/DD/SA consumers.
