Report to North Carolina Joint Legislative Oversight Committee on Mental Health, Developmental Disabilities & Substance Abuse Services On Status of the Development of a Tiered System of Home & Community Based Waiver Services for Persons With Developmental Disabilities

March 1, 2008 This report was given to the North Carolina Legislature by the Department of Mental Health, Developmental Disabilities, and Substance Abuse Services. The report advocates consideration of adding a fourth level of waiver services to consumers with disabilities. The Department is currently developing a three-tiered system of home and community based waiver system to provide access to increasing intensive supports based on need. The Department also says it will use a request for proposals process to select a financial management services vendor to help each individual manage and distribute his or her budgetary funds . . .
