Reaching for the Stars: A Message For Pennsylvania

After comprehensive review and analysis of committee reports, extensive discussions with Secretary of Public Welfare Estelle Richman and many DPW staff members, review of the Integrated County Plans, discussions with many stakeholders, including young people who have recently exited the children's system, observation and participation in numerous DPW initiatives and meetings, and extensive review of recent papers and research, this document suggests several priority areas to begin a sustainable systemic transformation. All recommendations have attempted to be cognizant of the current fiscal environment that often requires a budget neutral approach. However, the report also values the adage penny wise, pound foolish, understanding that the need for fiscal restructuring and a serious rethinking of many priorities is necessary for positive change. At the same time, the recommendations reflect the values of task force participants and other contributors.
