 Home and Community Based Services Reform and
Rebalancing Feasibility Analysis
This report evaluates long-term living
programs in Pennsylvania. The researchers evaluated data beginning
in July 2005. The researchers evaluated the current state structure
of Medicaid home and community-based services (HCBS) waiver
programs. The objective of the report was to assist the Pennsylvania
Department of Public Welfare in identifying problems and
recommending solutions on the financing, administration, and
delivery of HCBS to persons of all ages with disabilities.
