SharePeriod I Monitoring Report for Charlie & Nadine H. v. Corzine


This is the first report issued by the Court Monitor appointed in the New Jersey class action lawsuit Charlie and Nadine H. v. Corzine. The settlement agreement sets out defined outcomes for systemic improvement for children and families. The settlement agreement is split into two phases:

Phase I lasts from July 1, 2006 to December 2008. In Phase 1 the state is to create strong infrastructure and practices within the newly-created Department of Children and Families

Phase II begins January 2009 until the settlement agreement is terminated. This phase focuses on the State's ability to reach and sustain defined performance levels for children's safety, permanency, stability, and well-being
