Youthbuild Program: Analysis of Outcome Data Needed to Determine Long-Term Benefits
The Youthbuild program, operated by the Federal Department of Labor,
provides training and education for youth. Those in the program help
build low-income housing. The Government Accountability Office (GAO)
evaluated the program to determine how the federal Department of
Housing and Urban Development assessed and oversaw the program. G
AO also sought to determine program results and assess grantee's
success in obtaining outside funding. GAO analyzed program
performance data, visited Youthbuild sites, and interviewed agency
officials.
GAO recommended that HUD analyze closeout reports by grant and share
information on problems and best practices with the Department of
Labor which now oversees the program. The Labor department should
develop performance outcomes.
