United States v. State of Texas Monitoring Team Baseline Report for El Paso State Supported Living Center

Baseline reviews conducted by court monitors at three State Supported Living Centers in Texas—Corpus Christi, Brenham, and El Paso—have identified a variety of areas of improvement that will be tracked as the centers start to comply with the United States Department of Justice settlement agreement in July 2010. The El Paso baseline reported positive staff attitudes toward individualized planning, but noted that shortages of key staff such as psychiatrists, pharmacists, and nurses impaired the center's ability to provide high-quality care.
