Poorly Performing Nursing Homes: Special Focus Facilities Are Often Improving, but CMS's Program Could Be Strengthened

The United States Government Accountability Office (GAO) reviewed the Centers for Medicare and Medicaid Services (CMS) Special Focus Facility (SFF) Program for poorly performing nursing homes.  The GAO recommended that CMS strengthen the SFF program, by notifying homes that are on the SFF candidate list; seeking legislative authority to charge SFFs for the costs of conducting additional surveys; and clarifying SSF programming guidelines regarding appropriate sanctions and monitoring these sanctions more closely.
