The Maricopa County Superior Court ruled to permit the state to temporarily halt funding for compliance monitoring for mental health services mandated by a 30- year old court order in Arnold vs. Sarn. The ruling was based on the court's understanding that the state lacks sufficient finding to provide compliance with the Arnold vs. Sarn court order for monitoring or to pay litigation costs for the next two years. Additionally, to pass a state budget, the legislature has indicated its willingness and ability to repeal the law affecting the Arnold vs. Sarn settlement agreement. In the ruling, the court noted that approving the state's request for a two-year break removed any budgetary reason the legislature may have for repealing the law.
