School is Not Supposed to Hurt: Investigative Report on Abusive Restraint & Seclusion in Schools

The National Disability Rights Network (NDRN) issued the report as an update of a 2009 report that found no federal guidelines and few state guidelines on the use of appropriateness of Restraint and Seclusion in school settings. Some states created laws to restrict or prevent the use of Restraint and Seclusion with students. The 2010 report recommends for change on the state level, and federal minimum requirements on the use of Restraint & Seclusion in schools.
